Healthcare Network of Southwest Florida (HCN) is seeking a full service
Human Resource Manager
to join our growing team. HCN is a Federally Qualified Health Center located in Collier County on the beautiful Gulf Coast of Florida. HCN has been providing primary care to underserved patients for 40 years. This position will be based at our Immokalee headquarters campus, but may be required to routinely travel to our Naples offices.

We provide comprehensive, integrated primary care to more than 50,000 patients at 21 clinic sites throughout the county with more than 75 practitioners. Services include pediatrics, family and internal medicine, an HIV/AIDS treatment program, geriatrics, women's care, dental, and integrated behavioral health. We are accredited by the Association for Accreditation of Ambulatory Care (AAAHC) and are certified by AAAHC as a medical and dental home.

The Human Resource Manager performs administrative and managerial work in planning and directing the activities of private, not-for-profit health care provider's Human Resources Department in a rural area in Collier County, Florida. The employee is responsible for provider recruitment, planning, implementing, and directing the day-to-day operation of a department that includes the major functions of recruitment, testing, compensation, classification, equal employment opportunity, employee benefits, and administration, employee development, employee relations, labor relations, and occupational safety and worker's compensation. The employee also is responsible on partnering with V. P. of Human Resources in continuous quality improvement of Human Resources programs and activities. Work involves the application of professional knowledge and personal judgment to a variety of technical personnel and managerial problems and issues. The employee is expected to exercise considerable initiative and judgment in carrying out assigned duties.

Responsibilities and Standards

  • Manage all personnel related issues including recruitment, training, policies, records, and job descriptions;
  • Advise managers and employees on all HR programs, employment legislation and practices;
  • Lead the performance management process and ensure managers and employees participate at expected levels;
  • Facilitate provider and management recruitment efforts.
  • Establish the reward and recognition process with industry standard;
  • Lead and administer the company's recruitment strategies and initiatives;
  • Facilitate the succession management and career development process;
  • Manage and administer the hiring, relocation, orientation and exit processes;
  • Serve as link between management and employees by handling questions and resolving employment issues;
  • Manage, supervise and coordinate all benefits, payroll, risk management and worker's compensation issues.
  • Manage the ongoing review of employee classification and compensation plans, (pay and benefits), payroll procedures and perform personnel related research and survey data collection;
  • Initiate team building, communication and training and development activities;
  • Stay current on recent federal, state, and case law changes and monitor labor law updates and newsletter for changes that affect HR;
  • Answer any questions and/or requests by EEOC, Agency for Workforce Innovation and other governmental agencies, including employee complaints; Represent the company at hearings.
  • Finalize all HR internal audits and year-end reconciliation audits and reports;
  • Maintains any HR plans and programs required by federal or state law;
  • Assess and implement enhanced HR and payroll tracking and processes;
  • Performs other duties as assigned.

Education/Training Level:

  • Bachelor's degree in HR or related management field
  • SHRM-CP or PHR required
  • Minimum of 5 to 7 years of HR experience, preferable in a management-level capacity
  • 5 years of HR experience in a healthcare environment, with interaction with physicians preferred.
  • Business management experience in addition to experience in HR is preferred.

Communication Skills

  • Possess effective communication skills and interpersonal skills with all levels in the healthcare team
  • Bi-lingual (English and Spanish or Haitian Creole) desirable but not necessary

Technology Skills

  • Must be proficient in MS Office products
  • Must be proficient in HRIS/ATS/Benefits Administration systems
